EU countries’ ambassadors agreed today to the Council of the EU’s position on the 2024 EU draft budget. The Council's position for next year's budget amounts to €187.008 billion in commitments and €141.167 billion in payments. The Council aims to formally adopt its position in September.

Parliament today adopted its position on the EU nature restoration law, saying the EU must have restoration measures in place by 2030 covering at least 20% of its land and sea areas. This means that Parliament is now ready to start negotiations with Council on the final shape of the legislation.

Members of the European Parliament have approved new rules that set new energy saving targets for 2030. EU countries will have to collectively ensure a reduction in energy consumption of at least 11.7% at EU level by 2030. The new law must now be endorsed by the Council of the EU.

The European Parliament has adopted the European Chips Act, which aims to create a favourable environment for chip investments in Europe. The new law, which must be now be endorsed by Council, will do so by boosting production and innovation, and establishing emergency measures against shortages.

The ECB has invited Europeans to express their preferences on the proposed themes for the next series of euro banknotes. Until 31 August 2023, everybody in the euro area can respond to a survey on the ECB’s website. The ECB’s governing council expects to choose the future themes by 2024.

EU environment ministers today adopted new rules that strengthen sustainability rules for batteries and waste batteries. The new rules will regulate the entire life cycle of batteries – from production to reuse and recycling – and ensure that they are safe, sustainable and competitive.

One of the biggest Cohesion Policy-funded projects, the Brăila bridge in Romania, has opened. It will connect the Black Sea ports and the Danube Delta with the rest of the country and the Trans-European Transport Network. The EU's contribution is €363 million from Cohesion Policy funds.

The Commission has proposed rules to make producers responsible for the full lifecycle of textile products and to support the sustainable management of textile waste across the EU. This initiative will accelerate the development of the separate collection, sorting, reuse and recycling of textiles.

The Commission published its fourth annual Rule of Law Report, which looks at the situation in each Member State, as well as the EU as a whole. It notes that around two-thirds of the 2022 recommendations have been, fully or partially, addressed, but systemic concerns remain in some Member States.

The Commission adopted a package of measures for a sustainable use of key natural resources, which will also strengthen resilience of European food systems and farming. It includes a new soil law, a regulation on plants produced by genome techniques, and measures to reduce food and textile waste.

The International Centre for the Prosecution of the Crime of Aggression against Ukraine has started its operations in The Hague, hosted by the European Union Agency for Criminal Justice Cooperation (Eurojust). The Centre will be key to investigate Russia’s crime of aggression against Ukraine.
